The formula, explained
part = total × rate ÷ 100 · change = (after − before) ÷ before × 100Moving from 10% to 15% is an increase of 5 percentage points and a relative increase of 50%. Percentage change from zero is undefined.

Can I use a decimal comma?
Yes. Numeric fields accept 12.5 or 12,5 and spaces for thousands, such as 1 234.50. Do not mix a point and comma in one number.
